Republican National Convention Crooks Charter revealed: Secret AIG insurance policy covers up criminal government operations, gags victims, plus the secret AIG PATROL!
A grim Iron Triangle of insurance lawyers, a huge $10 million AIG liability policy, and state and local courts have conspired to make a dense coverup "shell" for the illegal police and government official operations during the 2008 Republican National Convention. The City of Minneapolis has settled several cases recently but winning plaintiffs haven't spoken up on the state crimes, indicating they are likely gagged somehow. Revealed here: the disturbing coverup engine itself, the insurance policy between the Twin Cities, the failed AIG corporate crime complex, and the RNC Host Committee (Committee On Arrangements). Under this contract, the cities are obliged to keep covering up what really happened from their citizens, and they even gained access to a secret, little known Web portal called AIG PATROL!
The RNC insurance policy is just one part of the huge, little-known, authoritarian militarized system around these types of events. Wondering how they enhanced the "toolkit" of illegal conduct for government officials? Here's the answer: The 2008 RNC insurance policy was the brainchild of former St. Paul City Attorney John Choi, and it was designed to create a cone of protected criminal government and military operations over the city, in which virtually any action or lawsuit against illegal government operations automatically gets defended by work from lawyers paid by AIG to run the court system criminal coverup. Oddly the policy says in various ways it does not apply to illegal actions, but the whole pot of AIG money still gets to pay for the lawyers' coverups of these illegal actions anyway.
An attorney working on exposing RNC state criminal activities indicated it would be really difficult to break this sinister corporatist circuit. It seems you'd have to win an entire lawsuit trial to prove the illegal conduct in order to retroactively make the AIG payments illegal, in Choi's kafkaesque criminal conspiracy. In order to cut off the lawyers from the AIG insurance contract and have a "fair" lawsuit, citizen plaintiffs would first have to somehow break this insurance ironclad criminal operations 'trap' or cul-de-sac. (AIG also insured Goldman Sachs' criminal executive operations, see the pattern of bailout money going for criminal coverups yet?) AIG was also the biggest corporate sponsor of the 2008 RNC, just weeks before its fraudulent collapse and giga-bailout commenced.
The City of Minneapolis has recently settled numerous lawsuit claims from the Sept. 3 2008 Rage Against the Machine illegal mass arrests downtown, but mysteriously no winning lawsuit plaintiff has yet spoken out about the insurance payout going to cover the state crimes they were subjected to. The only likely conclusion is that the winning plaintiffs must somehow be gagged or censored. Authoritarian corporatist spin control strikes again.
Why are RNC police victims getting paid if the state did not commit criminal operations? Who cares? Not Minnesota US District Court Justice Michael Davis, who ran the judicial coverup of the FBI's Brandon Darby Texas Two Fed Molotov provocateur setup operation. Davis makes sure the insurance lawyers have the green light to dive into these millions of dollars to coverup the illegal and unconstitutional policies — and you can't have a proper massive coverup of establishment crimes without the help of a federal judge.
Davis should look at a number of "exceptions" to the AIG insurance coverage, which seem to exclude "warlike" government operations, as well as toxic pollutants like those in the crowd control chemical weapon experiments Minnesotans were illegally subjected to. How can Davis justify this policy covering payouts in the first place? How could this system be any more tyrannical? It's hard to say. Another nice AIG insurance policy addon: There's a secret "AIG PATROL" website portal providing corporatists with direct links to all types of private security forces and shady operations.
The current coverup in court is mainly run by the Iverson Reuvers law firm in Bloomington, MN, which does a lot of more standard work with government liability -- this entire setup is more-or-less a larger version of municipal insurance policies used by the League of Minnesota Cities. However, usually there isn't a large effort to systematically crush citizens' Constitutional rights on such a massively criminal scale. REPUBLICAN NATIONAL CONVENTION POLICE JOINT POWERS AGREEMENT AUTHORIZED
Deputy Chief Long stated the Edina Police Department, along with local, county and statewide law enforcement agencies had been asked to assist the St. Paul Police Department with the Republican National Convention scheduled to be held September 1-4, 2008, in St. Paul. Mr. Long said the Republican National Convention was expecting approximately 45,000 registered guests.
The St. Paul Police Department has agreed to undertake certain public safety and security measures related to the 2008 Republic National Convention, and to act as the lead local law enforcement agency to help facilitate the provision of such measures in other locations throughout the greater Minneapolis/St. Paul Metropolitan area. They have also estimated they will see approximately 50,000 – 100,000 protesters, which has the potential of a significant public safety threat.
Mr. Long said the Edina Police Department has been requested to provide two rapid response teams. One team will be based at the airport and the other team will remain fluid and respond to “hot spots” around the metro area. In addition to the two rapid response teams, Edina will be providing additional officers that will be assigned in St. Paul assisting with traffic direction and security. Any officers assigned to work at the Convention will receive specialized training regarding the responsibilities of handling a large scale event. The City of Edina will be reimbursed for all salaries relating to the Convention. The host committee has secured a ten million dollar liability insurance policy for the event.
Mr. Long stated staffing for the Convention would not affect the staffing levels needed to handle Edina’s daily call load. He added the Edina City Attorney had reviewed the Joint Powers Agreement and believed the risks were manageable.
The Council discussed the proposed joint powers agreement. Concerns included potential liability risks to the City, limits to the reimbursement stated in the proposed joint powers agreement, the letter from the League of Minnesota Cities Insurance Trust identifying and discussing considerations, and whether the exposure would be adequately covered under the terms of the proposed joint powers agreement. Member Housh made a motion that was seconded by Member Swenson approving the Joint Powers Agreement regarding Public Safety related to the 2008 Republican National Convention.

SUMMARY
The 2008 Republican National Convention (RNC) will be hosted in St. Paul from
September 1 through 4, 2008 at the Xcel Energy Center. The Saint Paul Police Department is requesting our assistance as well as assistance from neighboring agencies to provide security at the venue and on transportation routes. Officers will be paid by the convention at time and a half plus benefits. Woodbury Public Safety is prepared to send 15 sworn officers and 2 reserve officers to assist with the event.
RECOMMENDATION
Staff is requesting Council approve our participation in the Republican National Convention through the joint powers agreement (JPA) with the City of St. Paul.
BUDGET IMPACT
All salaries and benefits will be paid by the Republican National Convention at the overtime rate. Equipment, including police bicycles and training will also be covered by the RNC. Insurance will be covered by the RNC policy up to a 10 million dollar cap, at which point the City’s LMCIT insurance coverage is in effect.
BACKGROUND
The 2008 Republican National Convention has been designated as a National Special Security Event. Of the 21 National Special Security Events since 1998, all of them have been successful. The host agency, the Saint Paul Police Department has been working with the United States Secret Service on the planning and preparations for the convention. A core group of agencies, including St. Paul Police, Minneapolis Police, Bloomington Police, Hennepin County Sheriffs Office, Ramsey County Sheriffs Office and the Minnesota State Patrol are currently undergoing training to provide the primary law enforcement functions for the convention. This includes teams that will respond to disturbances and civil unrest.
In addition, St. Paul is requesting assistance from metro area law enforcement agencies to provide uniformed officers for security at the Xcel Energy Center and on transportation routes to the event. The total number of officers needed to staff the event is estimated at 4,000. St. Paul’s goal is to get 1,500 officers from metropolitan agencies outside of the core law enforcement agencies listed above.
Woodbury Public Safety is prepared to send a total of 15 sworn officers and 2 reserve officers to assist with law enforcement duties related to the convention. As the largest police agency in Washington County, we feel a responsibility to provide support for this event. Similar arrangements are being made throughout Washington County and the metropolitan area.
Woodbury officers would work together as a team and be responsible for securing a portion of the Xcel Energy Center or the transportation routes to and from the venue. Ten officers will be assigned foot patrol and will work along side officers from Cottage Grove, Newport, St. Paul Park, Bayport, and Stillwater. Five of our bike patrol officers will receive additional training and be assigned to a bike patrol team. Bike patrol officers will patrol the outside of the Xcel Energy Center. Our reserve officers will supplement our sworn officer presence.
A Joint Powers Agreement (JPA) with St. Paul was reviewed by City Attorney Mark Vierling and the League of Minnesota Cities Insurance Trust. (See attachment 1 for the JPA, Attachment 2 for the LMCIT review and Attachment 3 for Mark Vierling’s response.) This JPA is already in place for the core agencies and must be signed by all agencies taking part in the convention. The review process clarified insurance coverage for our officers and identified what liabilities the City will incur with our participation. A summary of issues is below:
Insurance: St. Paul has a 10 million dollar insurance policy for the event. Beyond this coverage the City’s LMCIT coverage would cover our participation, subject to our $50,000 deductible. St. Paul is confident that their coverage is more than adequate. The LMCIT wants participating cities to understand that they do share insurance liability should claims exceed the 10 million dollar cap. Woodbury is working to reduce its liability by playing a limited support role to St. Paul and its core agencies. Civil disturbances will be handled by St. Paul and their primary agency partners.
Workers Compensation: We would be covered under our own workers compensation policy. Should an officer get injured on duty, it would be handled like any other workplace injury claim.
Property Damage: The JPA does not cover us for damage to our property. City vehicles will not be used for this detail except to provide transportation to and from the event. We are working with St. Paul to insure we will have secure parking for City vehicles. Police bicycles will be supplied by the RNC.
Legal Defense: The City will be represented by LMCIT attorneys concerning any legal actions related to our participation in this event. Other agencies will be covered by their own legal representation. The League would prefer that there be one legal defense for all agencies, but this is not the arrangement in the JPA. The League has agreed to defend us should result from our participation. We have experienced excellent legal defense by the LMCIT in the past and I have confidence that they would represent us well in the event of any legal action stemming from the RNC.
As always, our primary responsibility will be the safety and well being of the City of Woodbury. Our staff is confident that we can provide assistance to St. Paul while not diminishing the quality of our public safety services in the City. Signing the JPA is mutually beneficial since it allows other resources to respond to Woodbury in the event of a disturbance or significant event. Although we feel that it is unlikely the City will experience major disruptions during the event, it is through the JPA that we will be able to call upon the resources we need should an incident occur. In addition, our public safety staff participating in this event will benefit through the experience they gain and in their collaboration with neighboring agencies. Our participation will enhance future partnerships with these agencies and improve our preparedness for large scale events.
