Two years ago, the images of devastation in the wake of hurricane
Katrina, particularly in New Orleans' Ninth Ward, raised questions
about the U.S. government's preparedness to respond to disasters in
low-income communities of color. In light of more recent hurricane
activity in the Caribbean and the Gulf of Mexico, the panelists at
this teach-in will discuss how differences in hurricane preparedness
